What does "Off List" mean?

when the dumb ass ban of "assault" rifles came about in 2000, stupid assholes listed each weapon per maker and name. and they listed certain characteristics what makes a banned rifle.

fast forward to 2005.

a few ingenious people started writing to the kalif DOJ. they asked about buying certain AR lowers that were not on the list (hence the OFF LIST LOWERS) assuming that they were built without the EVIL features.

one evil feature was a pistol grip. since the rifle like the keltec SU-16 was legal to own here, if an AR rifle was built without the pistol grip, guess what?

the DOJ said that was legal!

or, if you built an AR with a pistol, you CANNOT have any other evil features like a removable magazine.

at that time, the law on the books said, you must use a tool to remove a magazine. heck the law even said a cartridge is considered a tool.

so the next thing you know, law abiding citizens were buying the up like there was no tomorrow.

a low estimate of 30000. yes, that's 30k of AR (and a few AK) lowers were legally purchased in this sorry state.

myself... welll ;)

now, the DOJ were caught with their pants down. they are now trying to change the law. even thought they are not allowed to.

now, they want to change the words that says, you cannot have a lower that "can readily accept a magazine"....

blah blah blah... more bullshit from them.

as usual, lawsuits will fly.
