Not really since the 22lr will not go through someones head but a 9mm will. Penetrating power is all about kinetic energy.

the average 22lr will not go through the skull. It will go in, but not exit. A 9mm will. Thats why those little 22lr spinner targets I had died a nasty death at the hands of my 9mm taurus.

Does your beretta go through 7'' of solid wood with a hollow point? All i'm saying is in the academy they thought us .22lr are far more dangerous then any pistol we'll run into on the street. because a non hp .22lr will go through a standard issue bullet proof vest. didn't mean to iniate a debate.

Federal Hydra Shoks go through car doors(glass and metal) and still expand and penetrate lethally. So yes modern JHP ammo can and will penetrate more than a non HP 22lr. Standard 22lr rounds wont even go through the first skin of alot of car doors. They dent the hell out of them but thats all.

Smaller bullets do defeat body armor better cause of the nature of the fibers used in the contruction, not because the smaller bullets penetrate better. Penetration is usually done on ballistics gelatin. Hell even the old 7.62 tokarev round will defeat most body armor.
