I'm looking to customize my Ruger, and im just looking for a few good tips on what to buy, I'm looking to spend 400-500 dollars.

If you want something that shoots better ( Good Target gun )....Don't mod it. For around $356 you can get the 10/22T model & it comes with everything you would do to it to make it better...and you have a extra 10/22 for a guest. http://www.ruger.com/Firearms/FAProdView?model=1121&return=Y

Well 1st off I'm looking to make a project out of it...so i can have the most badass .22 at the range, i've been looking at bull barrels and fluted barrels and i really dont know which one would be better, ive also been looking at titanium parts for the reciever such as a new firing pin and trigger assembly

Well I would definately upgrade the barrel and stock. It all depends if you want wood or synthetic for the stock. Bull barrels will increase accuracy and fluting is more a aesthetic look than anything. It does make the barrel more ridgid with less weight than a smooth bull barrel.

I was mainly looking at synthetic stocks, i was also looking at optics,i dont know if one of those little cheap 40-60 dollar ones would be alright or if i should get a more expensive one 200-400?

take a look at the simmons 44mag scopes from natchezss.com. just make sure you get one with AO.
