sortof... its bolt is 3 lug and the trigger is fartherback, different mags...but yes its russian..lol.

You can relocate the trigger and attach the typical pistol grips. I've seen a detailed write up with pics a while ago.

That 223 one can take the AK-74 mags very easy with a bit of milling on the mag or gun.

You need to install a part to use AK mags in the saiga. The feed ramps are built into Saiga mags, on an AK its in the gun. Its pretty easy to install though. Just thought it was worth mentioning.
