    Yes it is. Made in 1983 and 84 by Tula. The rest are lot numbers. Sometimes Russian cans also ID the bullet type, powder, and other stuff, but these cans are off from the usual placement I have seen on other Ruskie ammo.

    I had a hot Russian chick i know translate;


    The NC portion denotes its a rifle cartridge

    The ГС, which means GOST refers to a set of technical standards maintained by the Euro-Asian Council for Standardization, Metrology and Certification (EASC), a regional standards organization operating under the auspices of the Commonwealth of Independent States (CIS).

    the number in the middle is likely shipping or lot specific

    The number at the bottom signifies 1080 pieces.
